A resident of Surrey for 44 years, Judy and her husband, Michael, raised two children and are the proud grandparents of three grandsons. Judy has served on Surrey Council for 25 years, witnessing our city embrace change and establish itself as one of the best places to find a home, good education, nurture a family and build a business.
Judy strongly support Surrey’s Sustainability Charter. She is an advocate for environmental protection including the City’s extensive purchase of parklands, such as Surrey Bend Nature Reserve, Kwomais Point Park and Blackie Spit. Environmental and biodiversity assessments are a priority.
Councillor Villeneuve champions the need for social service infrastructure and takes pride in her reputation as a fiscally responsible and accountable leader with a heart. As Chair of the Social Policy Committee, she contributed to the development of an Action Plan for Social Policy, a Master Plan for Housing, the establishment of the Surrey Homelessness and Housing Society and Foundation, and Surrey’s first Poverty Reduction Plan. These initiatives provide a strong foundation of care for vulnerable residents.
As a lifelong proponent of the arts, Judy helped create Surrey’s Cultural Plan and Public Art Policy resulting in the installation of world-class art. Over 60 impressive works of public art now blanket the city. As Chair of the Public Art Advisory Committee and Metro Regional Culture Committee, she strives to expand art and cultural appreciation.
